Jim graduated from Widener University School of Law, having previously earned his CPA license. He received his Bachelor of Science degree in Accounting from the University of Delaware. Jim is admitted to the Pennsylvania Supreme Court, the New Jersey Supreme Court, the United States District Court for the Eastern District of Pennsylvania, and the United States District Court for the District of New Jersey. He is a member of the Pennsylvania Bar Association, the American Bar Association, the Pennsylvania Institute of Certified Public Accountants, the American Institute of Certified Public Accountants.

Jim is married with five children and four grandchildren and has resided in Coatesville, Chester County for nearly thirty years. He is an active member of the community as Chairman of the Board of First Resource Bank, and a board member of Bishop Shanahan High School in Downingtown, Chester County.
